Downtown San Rafael merchants pass out candy on Fourth Street Saturday, October 24, 1–3pm, rain or shine. Bring a bag. The San Rafael Police Department does trunk-or-treat in the plaza the same hours, and a pet costume contest runs 1:30–2pm. Free.
